JOB SUMMARY:  

The Wastewater Manager reports to the Public Works Director and plans, organizes and supervises the Wastewater Treatment Facility lift stations and collection system in accordance with local, state and federal regulations.

SUPERVISION:

Supervises all personnel employed at the treatment facility and collection facility.

Manage employees in a union environment.       

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for the operation and maintenance of the Dixon Wastewater Treatment Facility, lift stations and collection system.

Supervises the training of plant and collection system personnel in both facility operation and system maintenance.

Prepares and administers the budget for the Wastewater Treatment Fund.

Meets with local officials, consulting engineers, contractors, the public and press on all aspects of the division’s work.

Works with division managers on daily administration of the Department as delegated by the Public Works Director.

Prepares and administers long-range capital and operation plans.

Works directly with local business and industry in the monitoring and enforcement of all applicable City codes.

Performs all related work.

MINIMUM QUALIFICATIONS:

Must possess an Illinois Class 1 Certificate of Technical Competency from the Illinois Environmental Protection Agency. Ten years of progressively responsible wastewater treatment facility and wastewater collection system experience, including a minimum of four years in an administrative or supervisory capacity.

Extensive knowledge in the operation and maintenance of wastewater treatment facilities and lift stations.

Knowledge of State and Federal rules and regulations as they apply to the City.

Knowledge of computer systems, specifically SCADA system, and their application in the wastewater field along with other industry technology.

Ability to meet specific deadlines. Ability to be flexible and to manage and prioritize tasks.

Ability to maintain records and prepare reports from such records.

Ability to understand and follow oral and written instructions.

Ability to deal tactfully and effectively with city employees and the general public and to convey concise and accurate explanations of policies, procedures, and requirements.

Ability to interact well with other employees in an office environment. Ability to work as a member of a team and to show courtesy, consideration and respect for others.

Employee must occasionally lift and/or move up to 50 pounds, climb ladders and work in confined spaces.  Specific vision abilities required by this job include close vision and the ability to adjust focus.

Employee must be available and present for work as scheduled. 

Employee must perform all functions of the job safely and efficiently at all times in compliance with all safety regulations and policies for the safety and welfare of the employee, co-workers, and the public.

WORK ENVIRONMENT:

The work schedule is normally Monday thru Friday, however it is to be expected that after hour work will be required including: nights, weekends, and holidays on an occasional basis.

40% of the work environment includes field work in all weather and conditions.

60% of the work environment is a typical office environment that requires ability to use and operate a personal computer and peripherals, telephone, photocopy machine, and calculator.

There is possible exposure to blood borne pathogens.
