The City Manager is in charge of the day-to-day operations of the city, ensuring that all functions of the city perform in an effective and efficient manner.  This is done through planning, review, and evaluation of services.  The Manager also works to implement the policies established by the City Council through resolutions, ordinances, and budget. 

The current City Manager is Cole S. O’Donnell.  Mr. O’Donnell has over 20 years of experience in city government in three different states (Illinois, Iowa and Minnesota).  Most recently he was the City Administrator for East Moline, Il.  Prior to East Moline he served in Algona, IA, Renville, MN, and Denver, IA.

Mr. O’Donnell holds a BA and MPA from Iowa State University.  He is also an ICMA credentialed manager.  This designation is given by the International City/County Management Association (ICMA) to those managers and administrators who commit to the ICMA code of ethics and commit to a minimum of 40 hours of training and education.
